I have had more time to look around a bit, and see that what I'am looking for is classed as a "No/Low Code App Development" platform. Companies of course wish customers to use and implement new apps as cloud based apps, but some will support self-hosted instances of their platforms. Some commercial and open source examples include but not limited to, are:
Retool Openblocks Joget ToolJet appsmith
A recurring theme is the platform distribution and self hosting via Docker instances rather than a traditional software installation or Build process onto the native OS.
Further comments welcome on No/Low Code App development platforms and the use of Docker for DEV and PROD self-hosted installations.

I am looking for a software platform for prototyping a multi-user database, hosted in a LAN/Server network.
The primary focus is on rapid prototyping of the databases, forms, screens, reports, etc.? over scalable and production grade software platform suite (ie. LAMP)
A little looking around, and I found the similar LibreOffice BASE and HyperSQL (www.hsqldb.org).
Any suggestions, recommendations?
