I doubt they're breaking laws. But, as I say, I'm a bit surprised google is associated with them. Yeah, whether they're aware or not may be another question.

What they're doing may or may not contravene their agreement with Google. Google may or may not care that they're spamming you with mail. Are they even breaking any laws?
