[RndTbl] Strange Shaw traffic. Shaping?

I guess it was just either a local congestion issue or some other
temporary Shaw problem.

I Tested it again tonight and got nearly a full megabit upload sustained
using the same file as last night.

Glad to say it was a false alarm.
