[RndTbl] Shaw Internet stops working for an hour or so

Do you have an arp entry for your next hop gw when its down?  What's
the link status reported by ifconfig? Errors?  Tcpdump the interface,
do you see anything at all? (Normally you should see a lot of arping,
at least on the residential side)
