Well, the MUUG server has hit its connection limits for non-Canadian and
non-Manitoban Canadian sites, but it's still accepting connections for sites
within Manitoba, for now anyway.

The bandwidth to commercial sites (including most ISP's in Manitoba) is not
very good at the moment, and is rate-limited at the request of the U of M's
network support group, and that likely won't improve until the new year.
This is particularly true for FTP connections.

However, for the time being, if you come in via HTTP or anonymous RSYNC
protocols, you're still rate-limited, but with less contention.  So, you'll
get better transfer rates that way.  (Keep this information to yourself and
to those on the MUUG mailing lists, otherwise that advantage will quickly
disappear!)
