I thought Manitoba Hydro had some ISP capabilities, running on fibre so very fast and reaching rural areas, but lag when talking to MTS or Shaw. Would that be where another IX is needed?

But that does not mean that an IX is not viable in the long term even in smaller areas like Wpg. The trick is how to get to the point where a business case can be made to connect.

Hurricane Electric is finally coming to the BC IX and will provide very competitive transit for their members. They are already at TORIX. I suspect that transit providers are more likely to enter a market where there is an existing IX. Of course it is not clear that MBIX will ever be big enough to encourage this but it is a plausible possibility.
