Just a tidbit from a CRTC decision regarding Shaw's QOS service (which
they call QSE).

"Shaw provided to the Commission in confidence a description of the
elements included in its QSE. Shaw submitted on the public record that
contrary to Cybersurf's submission, PacketCable functionality was not
deployed on its HSIS/TPIA platform. Shaw further submitted that as of
the time of this proceeding, it had not deployed Ellacoya's deep-packet
inspection software in its network."

What that means exactly is open to interpretation but it seems to hint
at the fact that it isn't any kind of QOS that does packet
prioritization.
