Maybe because VoIPStunt and VoIPBuster have the same offering... and
they are international.

10 Euros gets you 3 or 4 months free LD to 33 countries. In the case of
Canada (and some other countries) that includes mobile phones.

My guess is that they are buying marketshare. They probably figure more 
people will sign up if they can make local calls to the PSTN, yet they 
don't truely know when the call is originating (just somewhere in North 
America). However, for international LD they probably figure it is
better 
that people convince they other end to join Skype as well.
