[*] ring tone warble

Thank you for your feedback Ray.

I'm 90% certain my Asterisk serer is playing ring-tone on outbound calls
to the PSTN via our T1/PRI as well as also passing the audio from the
PSTN at the same time which results in overlapping ring tones.

It does not happen on SIP -> SIP calls, only calls out to the PSTN via
Zap. I tested it on 3 devices, SPA 941, SPA 841, and PAP2 with the same
results.

I'm becoming relatively certain this is a bug in the channel code for
Asterisk.
