To put it simply, yes. However, MPLS doesn't neccessarily have to
encapsulate IP. You can encapsulate Layer 2 protocols like Ethernet for
transparent LAN services, or Frame Relay so you can create an MPLS core
with FR on the edge without the need for a separate FR switched network.

MPLS inserts a 4 byte field behind the Layer 2 header, and changes the
Layer 2 protocol field to a L2 protocol-dependent value that represents
MPLS.

The labels can be used to represent VPNs, destination, or QoS
settings. They can also be stacked so an outer label represents the remote
end router, and the inner label represents which VPN it belongs to.
