It is difficult or perhaps not possible to get an area code just for VoIP. I 
think SipPhone just picked an area code that was not being used. I see 747 was 
going to be used to relieve 818 but that purpose has been suspended.

There is no way to dial SipPhone 747 directly from the PSTN.
