The Shaw voice modem is a standard Motorola DOCSIS modem. Like all Ethernet 
devices it has a Mac address which is used to download its configuration file. 
Since this Mac address is not registered with CIA.com it will no work. Assuming 
that cia.com is using DOCSIS modems they may be willing to allow it. The intent 
of the DOCSIS standard is to allow consumers to use modems from different vendors.
