[*] Question about MTS Cold Loops

Taking this suggestion here is what I discovered.
I have two pairs of copper, both were active until I switched to 100%
VoIP a few months ago.
Testing with the meter I discovered that one pair is shorted and the
other is open.
If they left them open it would be a very good thing. Anyone know who I
could contact at MTS to find out what the standard procedure is?
