So basically, the VoIP provider must maintain a call center of 911 operators.

When the ITSP's customer dials 911, it hits the ITSP's 911 call center.
The ITSP's 911 call center then connects to the bell 911 voip operator,
then they three-way the situation to the appropriate agency.

$3700 setup, and $2300/month

Makes the NortherResponse price of $500/month seem very affordable.
